创新驱动的基础是人才驱动。上海张江作为国家自主创新示范区,在人才管理改革创新方面既有需要,也有优势。《上海张江国家自主创新示范区发展规划纲要(2013~2020年)》明确指出,张江示范区要充分发挥先行先试效应,在人才试验区建设等方面为上海创新驱动、转型发展,建设创新型城市做出新贡献。本文从国内外人才管理创新前瞻的角度,对张江人才管理改革创新的态势和差距进行了分析,并提出相应策略。
<<Realizing the promotional role of innovation takes talent development as its basis. As the national independent innovation demonstration zone,Shanghai Zhang jiang Hi-Tech Park has both its needs and advantages in talent management reform and innovation. The Program for the Development of the National Independent Innovation Demonstration Zone of Shanghai Zhangjiang Hi-Tech Park(2013-2020)clearly points out that the Demonstration Zone of Zhangjiang should give full play to its pioneering role,and make new contribution to the play of the promotional role of innovation,transformational development and to the building of an innovative city of Shanghai by building itself into an experimental talentszone. Based on the outlook on talent management innovation both at home and abroad,the paper analyses the status-quo and deficiency of Zhangjiang in talents management reform and innovation,and puts forward some corresponding measures.
