The Yangtze River Economic Belt construction as the national strategy is on the agenda again. As one of the seven provinces and two cities along the Yangtze river，one of the important provinces of the Yangtze River Middle Reaches，Hunan Province should actively take part in the construction and development of the Yangtze River Economic Belt. The urban agglomeration of Changsha-Zhuzhou-Xiangtan Ring is the key development area in Hunan Province，including the eight cities of the Changsha-Zhuzhou-Xiangtan urban agglomeration and Hengyang，Yueyang，Changde，Yiyang and Loudi. Besides，Yueyang，Changde，Yiyang is the main part of the Dongting Lake Ecological Economic Zone，which hold the strategic significance. In this paper，based on the background of the construction of the Yangtze River Economic Belt，we probe into the comprehensive development strategy in the urban agglomeration of Changsha-Zhuzhou-Xiangtan Ring，port and channel construction，urban and industrial construction Dongting Lake Ecological Economic Zone，as well as “two-type society” development of Changsha-Zhuzhou-Xiangtan urban agglomeration，etc.. It also Expounds the development strategy of Changsha-Zhuzhou-Xiangtan urban agglomeration and Dongting lake region，the expansion and improvement of Chenglingji Port and Dongting lake traffic channel，proposes that Jin city and Li county should merge together into one city，and set up the Xiangjiang River New District in Changsha. We put forward instructional suggestions on and development strategies of the urban agglomeration of Changsha-Zhuzhou-Xiangtan Ring under the background of Yangtze River Economic Belt construction from different aspects，such as the space layout，integrated traffic，the industrial transformation，the urban development，environment protection and opening to the outside world.
