Wanjiang City Belt plays a special role in the Changjiang Middle Reaches Urban Agglomeration and the Yangtze River Economic Zone. The paper studies the construction background and construction achievements of Wanjiang Demonstration Area from its basic situation，strategic location，spatial layout，the significance of its establishment，the current situation of its undertaking industrial transfer as well as the construction and achievements of regional innovation system in the area. It also focuses on the strategic position and role of Hefei in the Changjiang Middle Reaches Urban Agglomeration，arguing that Hefei has the ability and the responsibility to lead the demonstration zone construction of Wanjiang City Belt，and to establish an upgraded modern industry. Oriented by its unique features，the group cooperation，high-level competition，and coordinated upgrading，it should be able to create a new situation of industrial development，providing a model of industrial upgrading for the central cities.
