This paper is in the form of executive summary of a research project on the convergence of culture and technology for industrial transformation. The dialectic idea on culture and technology is emphasized for understanding how to upgrade world factory of China. For the transformation on China manufacturing industry developed from the outsourcing in the industrial globalization initiated by highly industrialized countries，the strategy should be focused on the convergence of originality and new technology. For the development of ICT industries，the added value resulting from design，art and content production should not be ignored. For the transformation of traditional culture industries，the concept of digital humanities should be emphasized. For the top policy design，the idea of creative society should be the final purpose.
