In recent years，medical treatment in separate regions has become the increasingly tricky issue in medical insurance. Due to the significant gap between various policies and lack of a unified，clear，practical instruction，little progress has been made in improving cross-region medical treatment settlement and management around the country. Through introducing the idea of management in separate regions and the method of conversion coefficient，this paper puts forward the basic principles and requirements of solving the difficult problems of medical treatment in separate regions. It also dynamically analyzes the implementation and the evolutional path during the transition stage. This paper argues for a generally applicable settlement and management mode of medical treatment which is not affecting current policy and operational model of each region，and thus solve the difficult problems of cross-region medical treatment roundly and rapidly.
