this paper summarizes the establishment and achievement of the Occupational Injury and Maternity Insurance System of Guangzhou in the past two decades. It concludes the experience and proposes directions and targets of future development. The Social Insurance System in Guangzhou is one of the earliest established in China and unique in many ways. The key point is to lead by the scientific development perspective. In the future，Guangzhou will prioritize the beneficiary principle in the occupational injury and maternity insurance system. Guangzhou will also try to learn from the advanced experience from abroad.
