Helping the disabled to be better off and catching up with the development of the rest of the society has become an important issue for the Chinese government since the basic survival needs of the disabled has been met. Improving the disabled’s well-being is also constant with the goal of building an affluent society. Currently，the content and service scope of Guangzhou to serve the disabled is enlarging and stabilized. Yet，its social security meaning has to be studied and explored. This paper summarizes the up-to-date development of the service system. It then compares the system with the one in Hong Kong，and proposes the necessity，key points，targets and main ways in the future reform. The paper argues for a government-led social security model with social participation，public finance input and operated by civil society. This model benefits the disabled and thus promotes them to a higher level of living standard.
