This article describes the disabled people in Guangzhou in a completed view about the situation of the social security setting-up，service construction and the infrastructure building-up. The experience reveals “Four combinations”，the ideas how the social security and social welfare for disabled people should be，how to promote the policy and construct the dual infrastructure. It points out how to construct the social security and service construction for disabled people：“The core is the legislation，the key is the capital investment，the infrastructure is the facility building-up，and the guarantee is the organization setting-up”.
