Alongside with the increasing knowledge on mental diseases，social security also enlarges protection coverage on mental illness. In recent years，Guangzhou government invests in community based rehabilitation through government purchases of service. As one of the few social organization specialized in mental rehabilitation，Likang also takes on several government projects. This paper documents the development，specialization，standardization，socialization process of Likang. Through Likang’s history，the paper analyses development of social organization in Guangzhou in the last decade. The paper argues that social organization has performed a positive function in complement social security.
