From the perspective of human resource and social security，this paper demonstrates the construction and reform of social security of Liwan social security system. This paper analyses the economic feature，demography，policy environment as the basis of Liwan social security system. The paper also argues characteristic，process and key points of Liwan social security system，especially in the field of employment service，social insurance system and pension system. It finally forecasts the future direction of reform.
