Since 1990s，the development of internet in China has been accelerated. Teenagers （mainly minors） have become the primary group of using internet. Multiple effects are generated in the progress of internet use by teenagers，especially the minors. On one hand，it is beneficial to the growth of themselves. On the other hand，complex social problems have been caused. Some problems are objective existence，while others are caused by worries，or even overwhelmed anxiety from adults’ society. It brings up an important issue that how to make the best use of the pluralistic network society with continuously developing information technology，to help the minors form correct awareness and behave properly in using internet.
