The cultural diplomacy occupies an important position in Canada’s strategy to China since Harper took office，which can be manifested by the increasing cultural exchanges. With immigrant national identity and multiculturalism as the realistic condition and ideological characteristics of Canada，the government carries out cultural diplomacy at state，regional and non-governmental level. The Harper Administration has continued to expand its cultural diplomacy in education，tourism，entertainment and public service，etc with China. In the future，the success of the diplomacy with China will still be affected by Canada’s foreign policy，external factors and cultural difference，and could be strengthened by constant concept renewal，host culture establishment and deepened understanding of Chinese culture.
