As an important part of the national construction land，the Collective-hold Land runs into a serious problems such as ill-allocation，extensive use，and damage on the equity as well because of the long-term dual-system of the urban and rural construction lands. Although some probes to reform on the rural Collective-hold Land are conducted in various regions and the corresponding innovative experience is achieved，the problems still exist，and so that the principles and objectives must be further specified and innovative designed on the reform on the Collective-hold Land Systems must be carried out so as to put forward the New Urbanization efficiently.
