集体建设用地是我国建设用地的一个重要组成部分。我国长期的土地二元制度体系,使得集体建设用地难以得到优化配置和节约集约利用,同时也使得集体建设用地产生权益贬损等一系列问题。各地就集体建设用地制度改革进行了一些有益的探索,形成了具有创新性的经验,但仍然存在许多问题,需进一步明确农村集体建设用地制度改革的目标及原则,并就集体建设用地制度改革进行创新设计,以更有效地促进新型城镇化发展。
<<As an important part of the national construction land,the Collective-hold Land runs into a serious problems such as ill-allocation,extensive use,and damage on the equity as well because of the long-term dual-system of the urban and rural construction lands. Although some probes to reform on the rural Collective-hold Land are conducted in various regions and the corresponding innovative experience is achieved,the problems still exist,and so that the principles and objectives must be further specified and innovative designed on the reform on the Collective-hold Land Systems must be carried out so as to put forward the New Urbanization efficiently.
