Collective construction land management problems in Shenzhen were studied relatively systematically；It analyzed system evolution of Shenzhen collective construction land management，and further analyzed its dilemma from new dualities，illegal construction，the conflict between Industrial layout and collective economy develops and so on. At last，we think it should insist on general requirements of the Party’s eighteen plenary session，and adhere to the basic view of respecting the history，development oriented，further strengthening land management institutional reform of the collective construction land，and optimizing allocation of resources，improving the land governance structure，strengthening the construction of the land management system for constructing scientific and reasonable collective construction land management system.
