Mentougou of Beijing has made some beneficial exploration in the introduction of social capital to participate in the reform of public hospitals，and private medical institutions phoenix medical group participates in the reform of public hospitals in this region. Mentougou district adopts ROT mode in introducing social capital to take part in the reform of public hospitals.
