The higher education service Chinese universities provide to international students are different from that offered to local students. It is featured by private consumption. As a result，the cost-sharing policy in higher education does not suit the tuition pricing policy for international students in China. Instead，we should take into account the factors of the supply-demand relationship，the level of higher education and divergences across different regions and let different universities to decide on their own tuition fees for international students. Independent pricing will help higher education institutions improve their teaching quality and further explore the market for international students.
