2014年我国城镇新增就业持续增长,前三季度城镇新增就业1082万人,提前完成全年1000万人的目标任务;城镇登记失业率为4。07%,低于4。6%的控制水平。在就业形势总体稳定的背后,就业发展的基本条件在发生变化,就业形势的主要矛盾也逐步由以总量矛盾为主逐步向总量矛盾和结构矛盾同时并存、结构矛盾日益突出转变。经济发展的新常态对就业提出了新的挑战,也提供了新的机遇。要在认识新常态、适应新常态基础上,正确认识新的变化,积极应对新的挑战。
<<In 2014,China’s labor market maintains at a stable situation throughout the year,and substantial employment opportunities are created. For the first three quarters,a total of 10.82 million urban jobs were created,which already accomplished the annual target of 10 million set at the beginning of the year. The urban registered unemployment rate still maintains at a low level of 4.07%,which is below the 4.6% control level. In recent years,behind the stable employment situation,the fundamental condition of employment development keeps changing. The key problem of employment situation has transformed from total amount shortage to the coexistence of both total amount shortage and structural insufficiency,where the latter becomes more significant. During the process of industrial transformation,the new normal phase of economic development has posed serious challenge to employment and provided opportunities at the same time. Therefore,government should have a better understanding of the new normal phase and provide timely solutions and policies.
