In 2014，the overall condition relating to agriculture，farmers and rural area remains stable，and grain production keeps rising which leads to higher income of peasants. The population in rural areas continues a downward trend. The first policy of 2014 from the central government provides a detailed deployment regarding the deepening reform in rural areas，which is consistent with the implementation of the general plan from the Third Plenary Session of the 18th CPC Central Committee. New policies have been issued which have significant effect on rural areas. Many reform plans should be carried out in experimental stage first and pay close attention to the potential influence，which is substantial to avoid misunderstanding in the comprehensive implementation stage and avoid possible violation of peasants’ rights.
