    中国人力资源和社会保障发展状况——2013~2014年情况综述

    摘要

    近年来,中国人力资源的总量和素质有了大幅提升,就业规模持续扩大,就业结构不断优化,人才队伍建设稳步推进,为经济发展方式转变、产业结构升级提供了有力支撑。同时,人力资源发展环境不断优化,公务员管理制度不断完善,事业单位人事制度改革深入推进,人力资源市场健康快速发展,社会保障不断完善,劳动关系保持稳定,为人力资源的发展提供了重要保障。然而,也要看到,当前中国人力资源开发和管理的诸多领域依然存在很多需要解决的问题。本报告主要对2013~2014年中国人力资源和社会保障发展状况进行综述,通过回顾发展、总结现状、发现问题和辨明趋势,为进一步推进我国人力资源和社会保障事业发展提供参考。

    Abstract

    In recent years in China,the total amount and quality of human resources has improved sharply,the scale of employment continues to expand,the structure of employment is constantly optimized,and the establishment of talent teams is progressing steadily,all of which strongly support the transformation of economic growth mode and the upgrade of industrial structure. Meanwhile,the development environment of human resources is continuously optimized,the management system of civil servants is constantly improved,the reform of personnel system in public institutions is deepened,the human resource market is developing soundly and rapidly,the social security system is unceasingly enhanced,and the labor relations are kept stable,all of which provides an important guarantee for the development of human resources. However,we need to notice that currently there are still many problems needing to be solved in many aspects of human resource development and management in China. This report summarizes the development of human resources and social security in China from 2013 to 2014. And through reviewing development,concluding the status quo,discovering problems,and identifying the trend,it offers recommendations concerned with further promoting the development of human resources and security in China.
