Diversification of direction and mode is the trend of flow of technological talents. Backflow of technological talents to emerging countries and worldwide circulation of talents are intensified increasingly. Although having a substantial total of technological talents，China is in lack of high-quality technological talents without sufficient overseas talents introduced for makeup，and performs weakly in contest for international top talents with the West. Based on learning the experience of developed countries in talent contest，China shall establish systems geared to international standards for visa application，green card application and naturalization，and build service platforms for backflow of technological talents to attract more technological talents.
