In China，with the economic and social transformation，the optimization and upgrade of industrial structure，the implementation of strategy of “strengthening the country through talents”，and the development of regional coordination，technical and skilled talents are playing an increasingly important role in advancing the economic growth and improving the overall level of the development of professional abilities of technical and skilled talent teams. In the context of vigorously advocating the improvement of enterprises’ capacity of independent innovation，and developing an innovative country，it is suggested to strengthen the strategic study on the development of professional abilities of technical and skilled talents at national levels. This paper argues in details from six aspects，namely the origin of definition of technical and skilled talents，the global demand trend of technical and skilled talents，the features of professional abilities of technical and skilled talents in the new age，the current situation and characteristics of the development of professional abilities of technical and skilled talents in China，and the national strategies of and suggestions on the development of professional abilities of technical and skilled talents.
