In order to better respond to the strategic deployment and requirements put forward at the 18th CPC National Congress for realizing employment by higher quality，based on deeply studying research results of domestic and overseas experts，an index system for evaluating employment quality was preliminarily designed and put forward in the paper with a view to actual conditions of the present China，and suggested to be tentatively applied in eligible regions，so that experience can be continuously summarized in practice and the system can be made more perfect，scientific and operable. The system can be applied to measure and inspect employment quality of the country or a region in a phase or period，find problems，make clear the gap to developed countries and offer a reference for realizing employment by higher quality in China.
