The unemployment insurance is a social security system that protects laborers against unemployment risks. It plays the roles of assuring living and pushing re-employment of the unemployed. In the paper，the national and regional policies and regulations of China for the unemployment insurance were arranged，the changes in urban unemployment registration and unemployment insurance policies were reviewed，and problems in the implementation of the existing unemployment insurance system were analyzed to give suggestions on policies.
