This research systematically analyzes the current situation as well as existing problems of overseas talents in Beijing in their initiatives to innovate and start up businesses. It believes that to further guide social capital to support innovation and entrepreneurship，12 measures needs to be taken，including measures to establish a one-stop service system，to set up funds for overseas talents，to broaden fundraising channels，to improve financing assurance mechanism，to formulate policies regulating market makers，to improve policies regulating private fundraising of small and medium-sized enterprises，and to accelerate systematic reform of the enterprise incubator mechanism and construction of industry alliance system.
