Under the guidance of the public administration and social participation theory，this research establishes a basic framework for the construction of the Financial Street high-end talent exchange service platform，discusses the purposes，principles，contents and operational mechanisms of this platform，and advances paths and safeguard mechanisms for its construction. This platform has the following features：it is led by the developmental needs of capital financial industry，aims at promoting the development of financial talents，focuses on encouraging diverse social participation and perfecting talent cultivation chain，and is able to meet the strategic needs for Beijing’s financial industry development.
