本文通过问卷调查、专家咨询、企业调研和人才访谈等方式分别从高层次人才特征、人才工作的开展等方面对朝阳区高层次人才状况进行调研。根据调研结果，对朝阳区高层次人才总体特征进行分析解读，指出目前朝阳区高层人才的整体优势主要体现在年轻化、智能化和国际化等方面，面临的主要问题和挑战主要是人才引进、人才培养和人才服务等方面尚待进一步完善。最后，根据朝阳区经济社会发展的特点，结合国内其他城市高层次人才引进、开发和利用等方面的经验，分别从完善政策体系、完善人才开发培养平台和优化人才发展服务平台三个方面对未来高层次人才的发展提出政策性建议，为推动朝阳区经济社会发展，实现首都“四个中心”的战略目标，提供强有力的智力支持。
<<Based on results by the means of questionnaire survey，expert consultancy，enterprise dive，and talent interview，this article studies the status quo of high-end talent development in Chaoyang District and analyzes the general characteristics of high-end talents in Chaoyang District，pointing out that the main advantages and challenges of high-end talents in Chaoyang District. Finally，based on economic and social development characteristics of Chaoyang District，this article puts forward policy recommendations for future high-end talent development.
