随着非公经济的蓬勃发展,非公企业已成为人才的重要聚集地,非公企业人才已成为人才队伍的重要组成部分。本文从加强党的执政能力建设、支撑地区产业转型升级、提高非公企业核心竞争力和促进人才聚集发展等角度入手,综合分析了京津冀协同发展背景下非公企业人才工作面临的新形势、存在的主要问题和规律特点。以怀柔区为例,研究了非公企业党管人才原则如何落实和各级党组织如何服务人才的问题,分析了“谁服务、服务谁、重点抓住谁和服务什么”等关键环节,结合近年非公企业人才工作实践,对抓实非公企业党管人才工作进行了探索和展望。
<<With the development of non-public economy,non-public enterprises have enjoyed high-end talent concentration,and talents in non-public enterprises now account for a great proportion of the talent pool. This article starts from the administrative capacity construction of the Party,transformation regional industries,core competitiveness construction of non-public enterprises,and promotion of talent concentration and development,analyzes the current situation and main challenges,as well as their characteristics,under the circumstances of Beijing-Tianjin-Hebei coordinated development. This article takes Huairou District as an example to study the implementation of the principles for Party-supervised talent in non-public enterprises,and services provided by the Party for talent. It further analyzes key questions of who serves,who be served,what to be focused,and served. It summarizes experience of talent management of non-public enterprises in recent years,and explores the prospects of Party-supervised talent in non-public enterprises.
