The central region was the hinterland of China as well as national high-tech industrial base. While remarkable achievements have been made in the practice of deepening reform of science and technology system in central region，there still remains some outstanding problems need to be resolved，such as lower self-dependent innovation ability，uneven development，lagging system of science and technology，technology innovation in enterprises less prominent，industry-university-research out of line，insufficient transformation of scientific and technological achievements，and so on. According to the national requirement of deepening the reform of science and technology，combined with the actual situation of the central region，the countermeasures of deepening the reform of science and technology system，technology leading，innovation-driven development in central region were given.
