我国民间组织迎来顶层制度设计的重大突破和多方面重大发展,民间组织被纳入公共治理空间并成为治理体系的重要主体,被确立为社会规范的自治主体并提供了重要的法治保障。党的十八届三中全会和四中全会通过的两项决定所释放的众多政策利好消息,使我国民间组织发展步入了具有里程碑性质的历史发展新阶段。对于政府而言,今后要在顶层设计下加大分层政策对接与政策的细化落实,需要转变治理思维模式,多措并举推动民间组织健康发展。民间组织自身则需要加大专业化、规范化、透明化建设力度,建构与政府的合作互补关系,更好地发挥社会规范的引导和柔性管理作用。
<<The NGOs in China are greeted by the breakthrough of the top-level system design and a number of major development. They have been incorporated into the public governance and become the subjects of the system. The civil organizations are also established as the autonomy subjects in social regulations and given legal safeguard. The two decisions passed by the Third and Fourth Plenary Sessions of the Eighteenth CPC National Congress have released information on a number of favorable policies and the NGO’s development thereby entering a new stage of historical significance. Hereafter the government will intensify the stratification policies and the policy refinement,transform the thinking mode of governance,take measures to promote the healthy development of NGOs. The NGOs itself needs to increase the construction of its specialization,normalization and transparency,build cooperative and complementary relationship with the government,and play a role of guiding and flexible management in the social regulations.
