Based on the national condition and reality Russia classifies its NGOs into three groups which are treated differently and has achieved positive effects. The development and reform of the Russian NGOs have been closely related to the national governance，involving a series of essential problems such as the national security strategy，soft power and national image，stability of social politics. The principle to follow is for the sake of the long term stability of the country when dealing with the NGOs.
