The policy of economic democratization was one of programs of Park Geun-hye’s presidential campaign. But it has not been vigorously implemented since Park Geun-hye became Korean president，and a sign that it is going to be dead appeared. In fact，the policy was argued from the beginning of time that it was presented. So far，some contents have been already formulated to laws by Korean Congress，but they are not suited to Korean economic development nowdays. As we all know，the intention of economic democratization is that an unfair market’s behavior will be redressed and a balanced economic growth will be achieved. However，fundamentally，it is an economic policy which restricts large enterprises’ development and encourages SME’s development. But if Korean Government restricts the development of large enterprises that occupied the majority of economic strength，it means that the investment will be reduced by the large enterprises in a certain extent，and the unemployment rate will be raised eventually. Therefore，in order to implement a fair and reasonable competition between large enterprises and SMEs，Korean Government should make a more rational plan of development to promote an internal restructuring of large enterprises and should not blindly stare at the large enterprises. So，the following preparations need to be done before the economic democratization will become to a reality. Firstly，large enterprises and SMEs should form a horizontal way of economic democratization. Secondly，Korean government should actively implement the policy of creative economy to guide the development of economic democratization. Thirdly，Korean enterprises should form a culture of creating shared value.
