2000～2013年，全国26个省域文化投入总量年均增长超过15%，其中8个省域总量年均增长超过20%，青海、北京、新疆、四川、内蒙古处于总量增长及份额提升前5位；25个省域文化投入人均值年均增长超过15%，其中7个省域人均值年均增长超过20%，青海、四川、陕西、内蒙古、新疆处于人均值增长前5位。各省域文化投入增长综合评价排行：无差距理想值横向测评，西藏、北京、青海、甘肃、内蒙古为“2013年度综合指数领先”前5位；自身基数值纵向测评，青海、四川、陕西、内蒙古、新疆为“2000～2013年综合指数提升”前5位；青海、海南、四川、陕西、内蒙古为“2005～2013年综合指数提升”前5位；四川、山西、福建、贵州、湖北为“2010～2013年综合指数提升”前5位；福建、湖南、河北、青海、四川为“2013年度综合指数提升”前5位。
<<In 2000-2013，the total culture investment increased with annual average of more than 15% in 26 provinces，in 8 of which by over 20%. Qinghai，Beijing，Xinjiang，Sichuan and Inner Mongolia ranked top 5 in the total growth. The per capita value of culture investment increased with annual average of more than 15% in 25 provinces，in 7 of which by over 20%. Qinghai，Sichuan，Shaanxi，Inner Mongolia and Xinjiang ranked top 5 in the per capita value growth. The ranking of the comprehensive evaluation of the culture investment growth across the provinces is as follows：in the lateral evaluation of ideal value without urban-rural and regional gaps，Tibet，Beijing，Qinghai，Gansu and Inner Mongolia ranked top five in the “2013 annual composite index leaders”；in the vertical evaluation of own base value throughout the past years，Qinghai，Sichuan，Shaanxi，Inner Mongolia and Xinjiang ranked top five in the “2000-2013 composite index runners-up”；Qinghai，Hainan，Sichuan，Shaanxi and Inner Mongolia ranked top five in the “2005-2013 composite index runners-up”；Sichuan，Shanxi，Fujian，Guizhou and Hubei ranked top five in the “2010-2013 composite index runners-up”；Fujian，Hunan，Hebei，Qinghai and Sichuan ranked top five in the “2013 annual composite index runners-up”.
