Global financial crisis induced a new round development of international trade agreement negotiation. On the multilateral trade negotiations，Bali agreement is the first for Doha round. On the plurilateral trade negotiations，the Trade in Service Agreement，the Information and Technology Agreement，and the Government Procurement Agreement develop simultaneously. On the regional trade negotiations，the Trans-Pacific Partnership，the Trans-Atlantic Trade and Investment Partnership，and the Regional Comprehensive Economic Partnership show a trend of replacing the present multilateral trade system. Along with the advance of international trade agreement negotiation，some new trade rules are producing and developing.
