Eucommia ulmoides is a very important and strategic resource for national strategic Eucommia rubber production in China. Its industrialization upgrade is confronted with bottle-neck problem. Firstly，the current resource cannot be efficiently exploited at industrial scale；secondly，innovation of cultivation technology innovation and green extraction technique of Eucommia rubber are still lacking. There remains a large gap in the scale of enterprises，talent reserve，product research and development，and management，as compared to modern management. Finally，the national policies and management are falling behind the modern industrialization development. Survey of national research in E. ulmoides，the establishment of China Rubber Industry Association and The Eucommia Engineering Research Center of State Forestry Administration，and the publication of “Green Book of Eummia Industry” are beneficial to the Eucommia industrialization. We recommend that the adoption of new Eucommia rubber resources cultivation mode should be widely promoted，state and local forestry administration should be responsible for the development of Eucommia industry，the fund for Eucommia rubber resources cultivation should be broadened，and the communication and cooperation of related society should be strengthened，and the quality standard of Eucommia cultivation technology and new products should be establishment as early as possible.
