温哥华作为一个年轻的国际大都市，其建立在移民基础上的多元融合文化具有鲜明的特色。通过文化规划，城市确立了多元与繁荣、贡献与合作、价值与目标的文化发展目标。为了建设成一个创新型的国际大都市，温哥华文化规划提出了创新、学习、沟通、社区、价值等核心概念，并配合以切实可行的综合措施。
<<Vancouver is a young global city famous for its cultural diversity. The Culture Plan 2018 has put forwarded goals including diversity and prosperity，contribution and collaboration，and，value and vision. To become a creative city，innovation，learning，communication，community and value are key components of the Culture Plan. Practicable policy instruments are helpful to the application of the Culture Plan.
