This paper analyze the status of Shanghai grassroots social organizations’ development，and point out that the grassroots social organizations short of enough credibility，the ability of obtain resources is low，too dependent on the government，the internal management system is not perfect，the operation is not standardized，the relationship with other organizations in the community has to be straightened out. Through the aspects from the grassroots community organization and government management，enhance the ability which grassroots community organization to participate in social management
