Shanghai building the world’s science and technology innovation center is the inevitable development trend of Shanghai City，also the national development strategy. Shanghai has the leading comprehensive innovation strength in China，but still has a long way to go so that to reach the strategic goal of global science and technology innovation center. The key for Shanghai to build the world’s science and technology innovation center is to breakthrough the restrict bottleneck in resource agglomeration，achievement transformation，innovation support，innovation atmosphere and open innovation network in science and technology innovation，so that to form a innovation system of science and technology with Shanghai’s characteristics. Taking this as the core，this report constructed the strategy goal of building a global innovation center of science and technology，combined with the actual situation of Shanghai science and technology innovation，expounded the four paths for Shanghai to construct global science and technology innovation center and the countermeasures in five aspects.
