During the “Eleventh Five-Year Plan” period，the objective of China’s urban construction has shifted from serving economic construction to improving urban living standard，with more emphasis about constructing municipal and public facilities to serve urban residents. From a regional perspective，the eastern urban development has catch up with developed country’s advanced cities，and in China，the western cities’ development growingly emphasis on creating a healthy and perfect urban function. China will launch larger-scale urban construction in the “Twelfth Five-Year Plan” period，with more attention to improving the living conditions of migrant workers and to creating urban green environment.
