Governing and developing Sichuan，good laws promotes the good governance. Based on sort-out of the legislative work of Sichuan in 2014，the Legislative Report analyzes the features of local legislation in the building of rule of law in Sichuan：1）with foresight on reform，Sichuan promulgated the Outline of Governing Sichuan in Line with Law to lead the legislative work；2）Overall planning，Sichuan promotes legislation and highlight the ideas of rule of law by legislative plan；3）focusing on intelligence support to legislation，and so forth. The Report holds the view that the legislation of Sichuan in 2014 reflects four points：1）respect for public opinions，open and scientific legislation；2）the more the Party stresses the leading and promoting role of legislation，the greater authority and vitality the law will have；3）serving the overall development of Sichuan，putting the leading role of legislation into play；4）strengthening legislation in key fields and responding to social concerns. Outlooks on future legislations include：1）effectively improving the quality of legislation；2）promoting democratic legislation；3）improve the constitution implementation and supervision system；and 4）gradually promoting legislation assessment.
