As an important part and form of deliberative democracy，legislative consultation is an innovation to implement “consultation before decision-making” and an important method to improve legislative quality. This Report summarizes the concept and mechanisms of legislative consultation，and analyzes by case study the status quo and effects of legislative consultation in Sichuan Province，and by such status quo analysis，sorts out the existing problems concerning legislative consultation. Based on drawing on experiences of other provinces and cities，suggestions are made on how to structure the system of legislative consultation in Sichuan Province.
