Cross powers and duties，enforcement by various authorities and by authorities of different levels not only undermine the unity of law enforcement，but also increase the cost of law enforcement. The “comprehensive law enforcement pilot” work in Yanbian County of Panzhihua City focuses on grassroots law enforcement，by establishing a comprehensive law enforcement institution consisting of several departments，it achieves the unified use of enforcement power，and it is helpful in avoiding overlapped enforcement and vacancies of enforcement，establishing efficient，authentic administrative law enforcement system with unified powers and duties，improving the enforcement staff’s level of enforcement and standardizing administrative enforcement activities. It is proved by practice that such “pilot” work has significantly improved the efficiency and quality of law enforcement，reduce social conflicts，enhance the power and vitality of villages and towns to promote economic and social development and effectively promote the orderly development of administration in line with law throughout the county.
