The Outline of Governing Sichuan in Line with Law Province brings forth the targets for administrative approval reform，and comparatively refines the reform indicators. In 2014，Sichuan continues to promote and implement the State Council’s policies concerning administrative approval reform，vigorously develops online governmental affairs，accelerates the building of information technology，scientific and service-oriented online administrative approval，specially promote new measures to promote the reform，attempts to achieve full localization of approval service of “in and out through one window”，encourage trial investment project of“lifecycle service process reengineering”. Although there are many pilot experiences and new methods throughout the Province，dividends of rule of law in approval are significant，in order to continuously obtain such dividends，efforts must be made on the establishment of responsibilities，powers and interests in the approval projects，deepening reform on preconditions for administrative approval and achieving one-stop coverage of internet and information technology relating to administrative approval so as to realize full coverage to all villages and towns.
