通过对北京市昌平区东小口镇两个社区进行的9个一级指标和42个二级指标的调研及走访,尝试全方位地从被动迁居人群主观感受角度出发来考量该群体目前的生存状态。考虑到数据获取的可靠性与科学性,文章运用SPSS因子分析法提取了小区环境、社区人文环境、公共设施配置、自然环境、出行便利度以及社区安全性6个主要成分,重新构成社区满意度评价指标体系。结果显示,这些被动迁居人群的社区满意度评价整体偏低,其中以社区安全性、出行便利度、自然环境以及公共设施配置的评价为最低。对于通勤时间和通勤费用的评价,职住分离者与居家者存在一定的差异。针对调研结果,本文给出了政策建议,如注重被动迁居人群货币与实物补偿的有机结合;注重城市的功能混合与内涵式扩展;创建市区两级“被动迁居人口纠纷调解智库”以及人口被动迁居对接地区评价指标体系;倡导封闭静态的小区配套走向区域的开放性满足。

For commuting time and commuting cost evaluation,Those vocational live separation and who occupies the home exist certain differences. In view of the research results,this article gives the policy Suggestions,such as a focus on money and thein-kind compensation;Paying attention to the mixed function of urban and connotative extension;creating a two-level think-tank of passive relocation dispute mediation;closed residential facilities changing to regional openness meet.
