“2+n” management mode is Beijing Haidian District City Administration and Law Enforcement Bureau according to the regional characteristics of Haidian District in urban management mode to innovate unceasingly. “2+n” management mode of “2” refers to the urban management，public security two departments as the main force. “n” means the environmental comprehensive management mode in the relevant departments. This model aims that the city management do high coordination and combine local linkage，law enforcement and the front end management，supervision and mobilizing the masses by combining the urban management from “extensive”，“single” and “passive” to “fine”，“integrated” and “interaction” for bold attempt. After the tests of practice，“2+n” management mode not only enhances the status and role of the urban management department in the city environment management，but also effectively solves the chronic and stubborn problem in the urban management and improves the social satisfaction and has other good effects. It plays an important role in strengthening urban management for a new pattern of curing.
