    关于开发区企业及其综配区发展模式的调研——以E14数电园宿舍区周边环...

    摘要

    作为首都高技术制造业和战略性新兴产业集聚区,开发区近年来着力营造人才聚集、技术聚集、产业聚集的良好环境,引导区内企业由单一服务向多功能、专业化、全过程服务转变。开发区综合配套服务区(以下简称“综配区”)建设是新区的重点工作,如何为综配区建设提供良好的环境秩序是城管部门工作的重点。目前,区内企业及综配区建设呈现两种情形,一种是企业及其配套服务一体化管理,另一种是企业及其配套服务分离化管理,后者在发展过程中出现诸多环境秩序问题。本文以E14数电园宿舍区为视角,阐述其周边环境秩序问题,提出治理建议,分析新模式应用在治理中取得的显著成效,积极完善并推行“三位一体”和谐共建机制,通过“事前调研,事中管理,事后执法”一整套处置机制,切实推进综配区与开发区一体协调发展。

    Abstract

    As a high technology manufacturing industry and strategic emerging industry cluster district in the capital of Beijing,the Development Zone has created a favorable environment for talents,technologies,industries gathered together,which guides the enterprises in the area transforming from single service to multiple functions,specialization,and whole process service.The construction of Development Zone Comprehensive Supporting Service area(short as the Comprehensive Matching Area in the following)is the main job.And how to provide a good environment for Comprehensive Matching Area is the focus of the urban management department work order.At present,there are two kinds of situations of how they works.One is the integrated management of the enterprise with its supporting services,the other is the separation management which caused numbers of environment problems during development process.From the perspective of the surrounding environment of E14 digital TV dormitory area,this paper elaborated to expounding the problem and giving some recommendations,analyzing the significant achievement that new application model has manipulated.Actively to improve and implement the harmonious mechanism of“the trinity”,along with a set of“researching beforehand,disciplining during matter and enforcing the law after the events”,and by which effectively promote the development between the Comprehensive Matching Area and the Development Zone.
