Operating without a license is a difficult problem in urban management.In this paper，taking Haidian District Lixin community and Zijin estate surrounding businesses operating without license management as examples，analyzing from the geographical location，the surrounding environment，the change of history，the surrounding population basic constitution，administrative law enforcement departments day-to-day enforcement measures and effect and the people need，the livelihood of the people thinking and other aspects in detail to give management suggestions：one is to establish long-term operational mode to maintain the new community surrounding environment；two is the use of community service station to speed up the implement of the residence permit system and investigate the phenomenon of renting from the source；three is to dismantle illegal construction in community and eliminate potential safety problems；four is the construction of community facilities and use a reasonable and effective way to strengthen supervision；five is to strengthen community autonomy and promote the public urban construction；six is to strengthen the joint law enforcement and play the function of urban management and supervision；seven is using the multi-channel to propaganda city management idea to reduce the operating without a license and teach the public.
