人才跨国迁徙已经成为世界趋势。中国引进国外智力方面面临出入境外国人规模下降、在华居留和工作外国人人数极少等新形势,面临着技术移民观念尚未完全建立、发展规划欠缺、体制机制不完善等新挑战。加大引进国外智力力度,需要积极探索技术移民事业。探索技术移民事业,要认真规划技术移民工作格局、健全技术移民管理体制、推动政府部门技术移民治理的法治化和服务化。
<<The global movement of skilled people is now recognized as a crucial worldwide trend. But in the case of foreign talent entering China,the number of individuals from overseas entering,exiting,working,and living in the country have been relatively small in the past and are now even declining a bit. The main obstacle to the introduction of skilled foreign workers into China is that foreign migration into China has yet to gain widespread acceptance. Thus China has so far failed to establish a skilled migration development program,while its system for administering foreign talent is not very advanced. In order to lure more foreign talent,China needs to positively explore skilled migration. It then must carefully devise a skilled migration development program,improve its skilled migration administration system and mechanism,and push governmental authorities to manage skilled migration through legislative and service-related measures.
