With increasing numbers of foreigners coming to China，the total population of illegal immigrants residing in the China is also on the rise. This trend underscores that the legal system of managing and providing services to aliens needs to be improved. This paper takes the heterogeneity of alien legal rights in China as its starting point，highlighting the strong points in this area of conurbations in the United States，Britain，France and Japan，so as to provide practical suggestions for optimizing the Chinese system for managing alien residents and providing services to them in Beijing.
