The social organization is an important subject of social governance. The construction of service type government，cannot do without the social organizations to participate actively in the social governance. At present，the participation of social organizations in the city community governance is mainly affected by the government organizational factors，interest factors，social factors，and institutional anomie and other factors. To promote the social organizations to participate in social governance，should actively construct the modern system of social organizations，accurate positioning of their own social organization，make every attempt to strong social support，as well as the construction of service mechanism，etc.
