City district is the direct unit of city construction and management，and it is also the direct carrier of urban functions. Due to the important role of district，district low-carbon development determines the level and quality of low carbon city development. Through analyzing low carbon development tactics and action plan experience of the core urban district of international metropolis for reference，in order to promote achieve the “four centers” in Beijing’s new strategic orientation，district needs to consider several issues as follows：firstly，district need to attach great importance to the inter-governmental relations when making low-carbon development strategy. Secondly，regional competitiveness can be enhanced by implanting the low-carbon development strategy. Thirdly，district needs to make the low-carbon development target and content of low-carbon development based on the function of the district. Fourth，district needs to give full play to the advantages of the functions to promote public participation.
